What is the Eagle Scout Rank?
Eagle Scout is the pinnacle of the Scouts BSA advancement program, recognizing Scouts who demonstrate exceptional leadership, service, outdoor skills, and commitment to the Scout Oath and Law. Less than 6% of Scouts earn this distinguished rank.

Age Limit: Must complete all Eagle requirements before turning 18.

Step-by-Step Eagle Process
- Become a Life Scout:
Focus on completing your rank requirements, earning merit badges, and developing leadership skills. - Select Your Eagle Project:
Choose a meaningful community service project that requires planning, leadership, and a lasting impact. Your project must be approved by your unit, the beneficiary, and the council advancement committee. - Plan & Execute Your Project:
Develop a detailed plan, organize resources and volunteers, and lead the project to completion. Keep clear documentation of the work done. - Complete Remaining Merit Badges and Requirements:
Finish any remaining required merit badges and additional Eagle requirements. - Scoutmaster Conference:
Schedule and complete a conference with your Scoutmaster to review your progress and readiness. - Submit Eagle Application:
Gather all paperwork, including completed merit badges, project reports, and recommendation letters. Submit your Eagle application to the council office. - Council Eagle Board of Review:
Attend and successfully pass the final board review, demonstrating your readiness and knowledge of the Eagle Scout ideals.
Your Scoutmaster and Progress Tracking
Your Scoutmaster is your primary guide and supporter throughout the Eagle Scout journey. They will help you understand the requirements, provide advice on selecting and completing your Eagle service project, and review your progress regularly. To assist you further, your Scoutmaster may assign an Eagle Guide—a mentor experienced in the Eagle process who can offer personalized help and guidance.
To keep your advancement organized, you can use Scoutbook, the official online tool where you and your leaders can track your rank progress, merit badges earned, leadership roles, and remaining requirements. Scoutbook offers a clear, up-to-date snapshot of what you have completed and what is still needed, helping you plan your path efficiently and avoid surprises.
Remember, regular communication with your Scoutmaster and Eagle Guide, combined with diligent use of Scoutbook, is key to staying on track toward Eagle Scout success.
Reference Letters
The Occoneechee Council’s primary method for Eagle Scout candidates to request letters of recommendation is through the EagleRefs.org service. Life Scouts in Occoneechee Council create a personal account on the site, where they enter their references’ contact information and follow step-by-step instructions to request letters electronically. This method is secure, confidential, and allows Scouts to monitor the status of their requests 24/7.
Eagle letters of recommendation should be requested within six months of your expected Eagle board of review to ensure they are current.
