Statement of Purpose

The Occoneechee Council has, over the last several years, spent over $3 million in improvements at Camp Durant to make it a truly first-class facility for our Scouts. In particular, the addition of a new Aquatic Center, a Handicraft Shelter with pottery kilns, flush toilets and showers in each campsite, and the construction of a Grand Lodge with a modern kitchen and the ability to seat over 700 Scouts at one time are making this camp a state of the art facility. Our Scouts deserve no less. Additional improvements are planned for Camp Durant, Camp Reeves and Camp Campbell. However, these improvements come with increased maintenance costs. In recognition of these costs, we recommend that fees consistent with the need to maintain the camp in a first-class state accompany the use of these improved facilities.

We also recognize that every Scout should have the opportunity to camp and experience the outdoors, regardless of personal financial resources. Thus, we propose that 1) certain properties within the Occoneechee Scout Reservation be available at no cost to Occoneechee Scouts within their units, and 2) that there be a mechanism by which exemptions from the prescribed fees can be requested and approved. The policies described below strive to achieve these goals.

  1. We also recognize that every Scout should have the opportunity to camp and experience the outdoors, regardless of personal financial resources. Thus, we propose that 1) certain properties within the Occoneechee Scout Reservation be available at no cost to Occoneechee Scouts within their units, and 2) that there be a mechanism by which exemptions from the prescribed fees can be requested and approved. The policies described below strive to achieve these goals.
  2. Fees (or the appropriate portion thereof as indicated in the fee charts and administrative guidelines) for the various facilities on Occoneechee properties must be paid prior to the use of the facility. It is the responsibility of the parties using the camp to make sure that the fees are delivered to the appropriate representatives of the Council at the Council Office in Raleigh. Failure to pay the fees may result in forfeiture of the reservation or denial of entrance to the camp.
  3. In the case of events where families are participating, any fee designated as “per person” refers to all adults and any child 5 years old or older. Children under 5 may participate at no charge.
  4. The leader of the group using the camp, using the accompanying Fee Waiver Form, may make a request for a waiver or modification of the listed fees for a single use. Only the Vice President of Program, Vice President of Administration, Council President or Council Executive of the Occoneechee Council may approve individual waivers or adjustments in fees.
  5. These Policies and the accompanying Fee Schedule may be changed only by approval of the Executive Board of the Occoneechee Council.
  6. The accompanying fee schedule will become active as of September 1, 2008.
  7. All units and groups within the Occoneechee Council, including District and Council committees, are subject to the fees listed, with the following provisions:
    1. Any activity that is exclusively a District or Council training activity, following an official syllabus from the National Boy Scouts of America, qualifies for the adjusted “Training Event Fees”;
    2. The Occoneechee Lodge of the Order of the Arrow pays no camping fees on any Occoneechee Council property, and is only subject to the security deposit for use of the Grand Lodge and its kitchen, when appropriate.
    3. During Summer Camp, the Camp Director may make available specific areas of Camp Durant for use by units and their visitors, or by the Board of the Occoneechee Council, at no cost.

Notes
  • For Grand Lodge and Kitchen, a security deposit equal to half of the anticipated use fee for that facility, or $150, whichever is more, must be paid prior to opening the facility.  This is in addition to the fee for using the building, and will be returned to the group when the Facilities manager determines that the building is cleaned and undamaged.
  • In-council training coursesand the OA pay a deposit on the Grand Lodge/kitchen at the rate of in-Council Scout groups. Fees may be adjusted for use of these facilities for only partof a day in some cases.
  • The Order of the Arrow is not charged any camp or use fees, except for a security deposit on the Grand Lodge and Kitchen, at a rate equal to In-Council Scouts.
  • All kitchen staff must be approved by Facilities manager, including those for OA and in-council training events.
  • Use of the kilns in the Handicraft area, targets and equipment in the shooting sports areas, or aquatic gear, such as canoes and kayaks, may require additional costs.
  • All activities must comply with the current version of the Guide to Safe Scouting.
