Improve District Operations by - increasing the number of trained District Chairs,
- increasing the number of fully staffed District Committees
- improving District Key Three relationships with an expectation of regular Key Three meetings (at least monthly); and
- encouraging continued training for District Key Threes (Long Range Strategic Plan, Leadership Development, Focus Pt. 2.5)

Develop and maintain a good working relationship with the District Chairs, holding at least quarterly meetings of the District Chairs Cabinet in different geographic locations throughout the council to promote fellowship, develop cross-district support systems, and provide broad ranging discussions and dissemination of “best practices” between District Chairs. |

Conduct a “Fast Start” personal orientation session for all newly elected District Chairs by January 28, 2010 and a District Training Workshop by January 23, 2010 to train new District Chairs and orient previous Chairs to the programs and policies of the Council, and to encourage continued implementation of the Council’s Volunteer Guide to Planning District and Council Events (Board Development, Focus Pt. 1.2) |

With the Council Commissioner and Council Scout Executive, conduct a general session which results in every District Key Three meeting to review, set, and adopt timely District goals which will result in that District attaining recognition as a Centennial Quality District. |
